Your property tax bill depends on two things: the value of your property on the roll, and the rate the City adopts. The new roll fixes the first. The second is decided when council adopts its budget, which TVA Gatineau says happens in early November. A higher assessment therefore does not automatically mean a higher tax bill.
Value times rate
In the simplest terms, the tax is the assessed value multiplied by a rate. The roll supplies only the value. According to the City, the assessment notice asks for no payment: it is not the tax bill. The 2027 rate had not been announced as of October 28, 2026.
Who may see a higher bill
What matters most is how your value moved compared with everyone else's. Le Droit reports that about 40% of properties rose by more than the city average and about 40% rose by less. TVA gives more exact shares for the residential category:
| Residential properties compared with the average | Le Droit | TVA Gatineau |
|---|---|---|
| Above the average | About 40% | 40.30% |
| Below the average | About 40% | 40.30% |
| Within the average | Not given | 16.02% |
The three percentages in TVA's article add up to 96.62%, and the article does not explain the gap, so read them as TVA's figures. TVA also reports that owners whose value rose more than the average, about 40% of owners, can expect higher taxes. Adrian Corbo, chair of the City's finance committee, said those increases would be smaller than if the full change in value were taxed at once.
The three-year spreading
Corbo also said the City has historically spread the tax change over three years, according to TVA Gatineau. The Bulletin d'Aylmer reported in 2023 that council did the same with the value changes of the previous roll. The City had not announced its 2027 rate when this article was written.
A simple illustration, with no real numbers
This is arithmetic, not a forecast, and it uses no real Gatineau rate or bill. Imagine a scale where the average property on the roll is worth 100. At any single rate, tax follows value:
| Home | Value on the scale | Tax compared with the average home |
|---|---|---|
| A | 95 | 5% lower |
| B | 100 | The same |
| C | 105 | 5% higher |
From one year to the next, your bill changes with how your value moved compared with the average, and with the rate council sets. That is why the same roll can raise one owner's taxes and lower another's.
Value or rate: what you can challenge
If you think the value on your notice is wrong, the City's review process is the route, and it concerns the value on the roll only. Deadline, fees and steps for a review. The rate is not part of a review: the City adopts it with its budget.
